3. DEVELOPMENT AGENCY SUPPORTED PROJECTS
The Development Agency, coordinated by the State Planning Organization at the national level, has its own technical and financial (budget) mechanisms, is non-profit, can make and implement decisions quickly, is independent of central and local administrations, brings together the public sector, private sector, and NGOs, has legal personality, is subject to private law provisions in its transactions not regulated by Law No. 5449, established by a decision of the Council of Ministers based on the Statistical Regional Units Classification (level 2 regions), with high technical capacity, non-implementing but supportive, coordinating, and catalytic development units.
Izmir Development Agency
Established in 2006 by a decision of the Council of Ministers as one of the first two pilot agencies in Turkey, the Izmir Development Agency carries out pioneering activities for the sustainable development of Izmir. With a focus on participation, the Izmir Development Agency aims to mobilize local potential by preparing Izmir-focused regional plans within the framework of national development goals and providing financial and technical support for projects developed in line with the fundamental objectives and priorities outlined in these plans.
It aims to promote the unique investment environment and business opportunities offered by the port city of Izmir to local and foreign investors, thereby turning the city into a center of attraction. Through its urban branding activities, it aims to position Izmir as a globally recognized destination. The Izmir Development Agency, which conducts its work with an innovative, impartial, and solution-oriented approach, works for a dynamic Izmir by utilizing its resources in the most efficient manner through activities that prioritize social, economic, and cultural development.
